Each plan has a fixed number of player slots. Stock maps seat about 30 players in team modes and about 40 in Deathmatch; more needs community maps or plugins that add spawn points, which you install yourself.

A Steam game server login token (GSLT) for app 730 is optional. Without one, your server runs and players join by address, but it is not listed in the community server browser. You can add a token at checkout or later on the Startup tab of the game panel. Create it at steamcommunity.com/dev/managegameservers and use a token that no other server uses. Steam only creates tokens on an account that has a phone number and is not limited. If Steam shows “Failed to create account: 24”, your account is limited: spend at least 5 USD on Steam first, for example by adding funds to your Steam Wallet.
